In Kwiatkowski/Stowe (2001:57-58) findet man diesen deutlichen Hinweis: “Technology will play a role in the reform of the university, but it will never be a glamorous one. For instance, more courseware will be designed, and uses of multimedia and the Internet will increase. Technology will enable new organizational forms. Technology creates new communication paths, and connections with the global IC. Distance learning will become commonplace as will networked and virtual universities. Technology permits the customization of educational products and technology will permit just-in-time learning. However, these are all technological applications, none of which allone can radically transform the university. The challenge of transformation of universities is basically intellectual rather than technological. The control of wealth is shifting away from institutions and corporations, and into the hands of individuals”. Aus der Sicht der Teilnehmer sieht Bildung/Kompetenzentwicklung eben anders aus. Diese Veränderung findet in allen Lernprozessen statt, ob sie nun formal, non-formal oder informell sind. Wir haben hier ein Überangebot an klassichen Institutionen/Strukturen und ein Mangel an neuen, innovativen Institutionen/Strukturen.
